Encounter 28 is a miniature skirmish system where you design your Fighters and Teams/Warbands from the ground up using a dedicated Fighter Builder app.
Most skirmish games give you fixed fighters and factions.
Encounter 28 works differently.
Instead of choosing from preset unit profiles, you create exactly the Fighters you want. Using the Team/Warband Builder App, you design your warriors by adjusting stats, weapons, equipment, feats, and spells. The builder automatically calculates points and generates ready-to-play fighter cards.
Build your fighters, print the cards, and you’re ready to play.
Have you ever looked at an amazing miniature and thought “That model is fantastic… but I don’t have anything to use it for.”?
Well, now you do. Any miniature you own - or want to buy or convert - can become part of a unique Team.
The rules are designed to be easy to grasp, make sense and give a sense of immersion, rather than confusion about which special rule does what, or obscure cover/line of sight rules - and feel fast and exciting. The result is a fast, tactical skirmish game where every team is different, and the builder keeps everything smooth, balanced, and easy to use.
Encounter 28 is split into two settings: Mortalis (Grimdark Future) and Dark Realms (Dark Fantasy), both of which are accessible by clicking the logos at the top of this page.

Encounter 28 was created as a passion project for the miniature hobby. There are no locked factions, no required miniatures, and no books you need to buy.
The entire system — rules, builders, and tools — is completely free to use.
Encounter 28 exists for one reason: to help miniature hobbyists get their models onto the table. If you love cool miniatures, converting models, inventing characters, and telling great stories with them, you’re in the right place.

Why the “28” moniker? Originally, it referred to the scale of the most commonly used miniatures, but; about a decade and a half ago, a grassroots movement called Inq28 surfaced. The idea was inspired by GW’s long abandoned game “Inquisitor”, where the story, the miniatures and the setting is much more important than things like perfectly balanced rules, min-maxed lists and winning. It was converted to 28mm scale, and tt grew into a huge community, and Instagram and Pinterest are absolutely brimming with amazing miniatures, converted and painted to emphasize the “Grimdark”, the “Blanchitsu” and the dark, damp corners of a gothic future. We heartily recommend searching for “Inq28”, "AoS28" and getting inspired by the amazing stuff people come up with.
